
Committee Debate on 'Hydrogen, Green Gas, and Other Energy Carriers'
On March 4, the committee debate on 'Hydrogen, Green Gas, and Other Energy Carriers' took place in the House of Representatives. It was a significant moment, marking the first debate on this subject for Stientje van Veldhoven in her new role as Minister of Climate Policy and Green Growth! We wish her much success and resolve in managing this crucial dossier.
Prior to the debate, we joined other sector representatives in sharing a broad, collective appeal to provide the hydrogen market with a much-needed boost. During the debate, it was clear that the contents of this appeal were frequently cited by various parties. This demonstrates that a united sector truly has a voice in The Hague.
From Ambition to Realism
The necessity of hydrogen in the energy transition is beyond dispute across the political spectrum. However, the tone of the debate showed a clear shift from 'high ambitions' to 'feasible realism.' The most important conclusions are as follows:
- Infrastructure and Affordability: The warning from the sector that uncertain grid tariffs are blocking investments has been heard. There was a strong push for 'amortization' (spreading out infrastructure costs) following the German model. The Minister has pledged to return with a study on this matter before the summer of 2026.
- Pragmatism in the Source Mix: There was a sharp debate regarding the roles of green and blue hydrogen. The Minister is opting for a pragmatic middle ground: the SDE++ scheme will provide support for low-carbon hydrogen to replace grey hydrogen and for the utilization of existing industrial residual gases. There remains a cautious stance regarding potential new plants due to high costs.
- Realism in Rollout: In response to a critical report from the Netherlands Court of Audit concerning subsidies for hydrogen infrastructure, the Minister was highly constructive. She is adopting the recommendations to ensure the House is much better and more realistically informed about cost developments in these types of mega-projects in the future.
- Frameworks for the Future: For the definitive and stricter conditions surrounding hydrogen carriers, the Minister pointed toward the National Energy System Plan (NPE).
What’s Next?
The general sentiment following this debate is constructive. Politicians are listening to market concerns and are willing to make adjustments. At the same time, a warning remains: we must be careful to avoid an overload of strict conditions that could drain the much-needed speed from the transition.
